I recently purchased Microsoft Assure Support plan, and because of this I was able to actually speak to a second level support person and get some answers. It turns out that Microsoft are actually aware of all these problems with family safety and know full well that it is broken.

I was told that I would simply have to wait until they fixed the problems. The fact that they are choosing not to tell anyone these facts and to ignore all these many posts on the forums with people complaining and leave children at risk is diabolical. So basically you cannot rely on family safety to protect you kids at the moment, period. I would suggest you use OPEN DNS and your router settings to block unsuitable websites or another 3rd party product for the other features.
